I plan to re-sell clothes I buy online- and I have looked online and they say online stores dont need licensing am willing to go set up a ups mail box in a town 20 minutes away so I can get my business license there and run the drop ship buisness from that mail box as I don't want my residence as the business address.

Broward county allows using a ups box as the business address for a drop ship business at least coral springs does How can I get a list of cities around miami that would give me a business license using a ups box without making my home the location ?

Do you have any service that would do this? my question /problem is that Miami requires a certificate of use in order to get a business license since its a drop ship business I just have a ups mail box  5143029512:32 PM Miami city is saying I need to register it as a home business and give them my home address .

They will then come by to inspect my "home office" and issue a certificate of use for the business license the problem is this circumvents the entire mail box where I'm actually running my business I incorporated a company this week.
